How can we increase the use of technology in our district to enhance instruction?

We already have available technology in the classroom as far as students are concerned (ie cell phones), but many teachers are afraid of using the technology because they don't trust the students to use it wisely. We need to deal with this fear and take advantage of this technology. Just as we talk to students about appropriate language, we can talk to them about appropriate use of technology. We cannot let a few immature students dictate what will happen with the use of cell phones. The fact of the matter is that students have been using cell phones for several years and they will continue to use them even more in the future. It will not be long now that every student has access to the internet via a cell phone. The cost will probably diminish over the next few years, and even if every student does not have access, many always will and the activities can become group activities. Perhaps someone should write an article outlining all the most creative and effective ways to use cell phones in the classroom.
